Electronic identification (eID) for expats is a digital system designed to manage the online identity of foreign residents in Vietnam, allowing seamless access to government services. Starting on July 1, 2025, all foreign nationals residing in Vietnam will be required to register for and use an electronic identification account to interact with national systems and access essential government services, as outlined in Decree No. 69/2024/ND-CP.

Overview about Electronic Identification (eID)
Electronic Identification (eID) is a system that manages a foreign individual’s electronic identity, based on their ID number. It facilitates the use of electronic services on the National Public Service Portal and is essential for handling administrative procedures at all levels.
Starting July 1, 2025, foreigners residing in Vietnam will need to register for an electronic identification account as part of the National Identification Application. This account will be required to access the administrative procedure settlement system and the National Public Service Portal, in accordance with Decree No. 69/2024/ND-CP, dated June 25, 2024.
Foreign investors and legal representatives of businesses must have their own electronic identification accounts. They are required to use their level-2 eID account to log in and complete the national identification application process for obtaining e-identification accounts for their enterprises.
Conditions to Register for eID in Vietnam
According to Decree No. 69/2024/ND-CP, the Immigration Departments in Ho Chi Minh City and Hanoi are testing the digital identity registration process for foreign nationals, which is set to officially launch on July 1, 2025. Foreign nationals must fulfill the following requirements to be eligible for registration:
- Have a valid temporary or permanent residence card in Vietnam.
- Carry a valid passport in accordance with Vietnamese regulations.
- Own a Vietnamese-registered SIM card under their name.
Vietnam’s major mobile network providers, including Viettel, Mobiphone, and Vinaphone, now support foreign nationals in registering SIM cards under their own name. Once the legal representative of your business meets these requirements, they can reach out to the Immigration Office to initiate the digital identity registration process.
Once the legal representative finishes the registration, their VNeID account can be used to finalize the enterprise’s identity registration (eID).

Procedures for Issuance E-IDs
According to the provisions of Article 15 of Decree 59/2022/ND-CP:
Level 1 eID Account
- Download and Install the Application: Each foreigner must download and install the national identification application on their digital device.
- Enter Required Information: The individual enters their passport number, international travel document details, email address, or registered mobile subscriber identification number (MSIN), if available. They follow the instructions provided in the application.
- Submit a Photo and Request: The individual takes a portrait photo using their digital device and submits a request for a Level 1 eID account through the national identification application.
- Notification of Status: The electronic identification and authentication authority will send a notification via the application, MSIN, or email to inform the individual whether their registration request is accepted or rejected.
- For Minors Under 14 Years: The legal representative or guardian of a foreigner under 14 years old uses their own registered mobile subscriber ID number and Level-2 eID account to submit the application for the minor’s eID account through the national identification application.
Level 2 eID Account
- Contact the Immigration Department: The foreigner must contact the immigration department of the Ministry of Public Security or the provincial police authority, present their passport or international travel document, and follow the necessary steps to issue a Level 2 eID account.
- Complete the Application Form: The foreigner fills out Form TK01 with accurate details, including their registered mobile subscriber identification number (MSIN) or email address (if applicable), and other relevant information. This request is sent to the recipient.
- Data Entry and Photo: The recipient enters the information provided by the foreigner into the electronic identification and authentication system. They also take the foreigner’s portrait photo and fingerprint to verify their identity with the national entry/exit database.
- Submit the Request: The immigration department sends the eID issuance request to the electronic identification and authentication regulator.
- Notification of Acceptance or Rejection: The regulator informs the foreigner via the national identification application, MSIN, or email whether their registration request is accepted or rejected.
- For Minors Under 14: If the foreigner is under 14 years of age, their legal guardian or representative contacts the immigration department or provincial police authority to complete the Level 2 eID account registration process.
- Guardian’s Role: The legal guardian uses their registered mobile subscriber ID number and Level-2 eID account to submit the application on behalf of the foreign minor or represented person.
What Are e-IDs Used For?
E-IDs serve to verify personal information when conducting online activities and transactions. Level 1 e-ID accounts are used to authenticate the necessary details listed in the table above during transactions that require personal information.
Level 2 e-ID accounts are treated as equivalent to passports or valid international travel documents for transactions that require such documentation. These accounts are also a valid source of information for foreign documents integrated into the e-ID, helping authorities and organizations cross-check data during relevant transactions.
For organizations, the e-ID account is managed by a legal representative or authorized individual. An organization’s e-ID account helps verify the organization’s electronic identity when conducting transactions that require the presentation of official documents. Similar to individual accounts, these also provide data from various organizational documents integrated into the e-ID account, assisting with cross-checking by authorities during documentation-required transactions.
